Surfing through cyclingnews.com, I just spotted everyone's favourite, the Apollo Record flying around in the points race in the US National Championships!

Note that it's badged as a Monoq, which I believe is the manufacturer's name(?)

Not to worry though, because there were a few Teschners there, and they are genuine Aussie bikes!

Anything unusual?

Look closely at the headtube. At first I thought this was an inside-out headset like the Italians used on the Cinelli Laser in the early eighties, but that design was banned. This appears to be a clever design where material from the forks rises up to form a fairing in front of the head tube. How this has not been banned amazes me.

Looks like Felt have found a nice way to bend the rules!

I can't see how it gives an aero advantage, as there would be wind friction over the join.

No. He's sitting so low in the saddle that the nose is pushing up to his ... oh never mind.
