I've tried to buy that kit in the past and they said no. Perhaps its time to try again

Nope.
It's a bit like our setup. You can only get something if you go to the track (or a bikeshop in this case).

My sister lives about 20km from that shop. She can get it, if you are prepared to wait a few weeks...

So I happened to be in the area and popped into the shop. Turns out you actually need to be a member of the club before they will sell you the gear (which, in truth, is quite reasonable).

I tried again to purchase via an email request and was declined.

I recon the only other way to get it would be to find a member who wants to do a swap

Have you tried to contact the club, instead of the shop? I reckon we could set up an unofficial sister club arrangement...
