Early 90s Aero handlebars for vintage bike?

Been looking around and the Cinelli Spinaci bars look interesting.
Come across info that claims the UCI banned them around 1991, does this still stand today?

Your dates are wrong. First appeared in 1993. Banned in 1997. Never been legal since, for te pros, but apparently it IS legal for amateur racers.

3TTT also mader an exact copy of the Spinaci bars, called "3TTT Tiramisu".

I am looking for a pair of first generation Spinaci bars for my 1993 Colnago Master Piu: the ones without the holes, possibly in anodised red.
