Ribble and Chain reaction have very cheap clincher wheels and cassettes although for five cogs you may need something that doesn't come off the shelf. a chat with your LBS might do the trick.

A measly 17k this morning. one of my riding partners had two flats, used two of my tubes, two of my inflators and my minipump and then called his wife to come and pick him up.
