The climb out from the bottom of Waterfall hill to Stanwell Tops is around 6%. So it's hardly steep by common reference. 10+% is steep. I think the steepness scale on elevation chart peaks at 7%. A: Depends on why it is skipping? How many kms has the chain and cassette done? If it only skips down, ie into small cogs then it could just be cable stretch and can be adjusted using the barrel adjuster on the derailluer.
